About Us
Policy Aid & Citizens Advice Africa Ltd/Gte (PACA Africa) is a Civil Society and Non-Partisan Organization headquartered in Abuja, Nigeria. PACA Africa is aimed at addressing governmental organizations’ policies/programs, communication challenges between government and community citizens, conflict dialogue, thereby bridging the information gaps of policies/programs between the governmental organizations and the public, in areas such as human capital development, trade, agriculture, transportation, environment, education, peace, and security policy programs among others.
We recognize the significant challenges in addressing governance and development issues in Africa through Public Policy. While policies are often well-structured and documented, their implementation frequently falls short of expected outcomes. We also promote dialogue and reshape disputes, allowing individuals to experience a life without violence and enjoy the lasting rewards of a sustainable peace.
This independent body, with extensive coverage and technical capacity, holds consultations with diverse stakeholders in various sectors and engage in conflict resolution processes, offering analysis and expertise as early warning mechanisms. It also assists in sensitizing and communicating policy agendas, capacity building and human capital development, gathering feedback, and bringing citizens’ concerns to the attention of governments.

Our Goals
Empowerment through Capacity Building*:
Goal: To strengthen the abilities of individuals and communities to advocate for their rights and provide sustainable solutions to their problems. This involves organizing training sessions, workshops, and seminars that focus on skills development, leadership training, and organizational management to enhance the effectiveness of grassroots movements and local advocacy groups.
Policy Advocacy and Government Engagement*:
Goal: To influence public policy that positively impacts civil society and promotes a fair, just, and equitable society. This goal is pursued through active engagement with policymakers, participation in legislative processes, and mobilization of public opinion to advocate for legal and regulatory changes that support human rights, environmental protection, and social justice.
Conflict Resolution and Peacebuilding*:
Goal: To mediate and resolve conflicts within and between communities through dialogue, reconciliation processes, and effective dispute resolution mechanisms. By promoting peace and community cohesion, the CSO aims to prevent conflicts from escalating into violence and to create environments where discussions and solutions are reached collaboratively and respectfully.
